"......" The chief thought to himself, Seriously? That's it?

In their morally upright Guiyi City, such behavior didn’t even come close to qualifying as "bad." By local standards, one would at least have to stab a few people and commit several offenses listed in the criminal law to barely earn the label "a bit bad."
